Having noted how some are approaching quest dev please note that from the literature point of view I think that you should be aware that all Daedric Shrines to date in Morrowind have names, and have to be dedicated to a Daedra Prince. Likely the Daedra Prince's nature will affect how people react in each shrine to some degree in quests.
Unless there is a specific shrine that is totally forgotten, and so defaced that no one can decide what it was originally. And remember that Daedra are immortal and cannot be destroyed, unlike Aedra.
