Helseth is cracking down on Morrowind and trying to keep a strong hold on it and also keeping Imperial presence. Although now many Imperial Legions have left and those remaining are only peace-keeping garrisons, they are still aformiable force and have sturdy forts in several key locations throughout Morrowind. Helseth cannot rely on the Legion for his power. He needs to have an army of his own to maintain control. The warrior folks of the Redoran and Indoril are formidable, though those two Houses are in a decline. The Hlaalu embrace him as their king and the Dres, though powerful do not see him as legitimate. The Telvanni could care less.... or did, until now....
I think there should be a "Morrowind Legion" sort of army that is under Helseth's control.
This Helsethic army would be like this:

Guards
--Royal Guards
--City Guards
--Brute Guards
Soldiers
--Morrowind Army
--Hlaalu Legion
The Royal Guards will be the same as in Mournhold. They will be the several hundred troops that are very good fighters and keepers of the peace. They are extremely loyal to Helseth and would defend them to the last drop of blood... yeah, they are his Royal Guards.
The City Guards would be loyal Dunmer given some guard training, a club, and some sort of armor. They are very loyal to Helseth, and are paid reasonably well. They serve as police in places that are not supportive of him. They are the local Helseth loyalists. These guys can be distinguished regardless of their attire by their shirts (the uniform) with the wolf of the Helseth banner.
The Brute Guards are specialized guards that root out and destroy underground resistance in urban areas and stop riots. They are usually orcs or nords and sent into an armed riot to destroy revolts or rebels. They are few in number and only several squads exist. They have not been used yet, but the upcoming conflicts may "necessitate" their role.
The Morrowind Army is a semi-large Loyalist Army. It is basically the Imperial Legions backed up by Dunmer Legionnaries that Helseth has recruited. They are in every way like the Imperial Legionnaires except on one aspect. Instead of loyalty to the Empire, they swear loyalty to Helseth. However, the two are in many ways intwined and so they fight with the Legions and for Helseth. They are Legionnaries but also bear the standard of Helseth.
The Hlaalu legion is a specialized Legion that Helseth has trained for the Great House Hlaalu. It is only one Legion however it is very strong and perhaps the best Hlaalu soldiers. In exchange for these extremely well trained and diciplined Hlaalu Legionnaires, Helseth gets the Great House Hlaalu's support for his "radical" changes in Morrowind. The Hlaalu Legion is armed with steel and bears the standard of Hlaalu.
