Say for Seyda Neen's little bandit hideout and Arkthangd. We can skip using npcs with names and use the random generated Banits/marauders that beth gave us using a bandit or warlord leader. Its in the game

We can use this for everyone of the bandit caves that arent speical so we can have none stop respawing bandits. Say we have a speical bandit cave we clear it then some normals move in and take over so we can always have bandits
well thats pretty much what oblivion is designed to do. (i dunno about the new bandits moving in) but there are rarely any named unique NPCS in the caves/hideouts.
The Bandits and marauders in Oblivion werent really random since they had the same face,class, and placement each time they spawned back. I hope there is a mod that makes them more random.
