I shall split these "Imperial institutions" into three types, guilds, Legions, and governmental
now as you all know, Helseth is taking control in the south, he probably has those southern Legions, guilds, and governmental instituions like the Census & Excise under his control...
however the northern Legions sympathize with the Redoran.... who aren't supporters of Helseth. so although Helseth has the authority to order them to move against the Redoran, they do not have the strength in numbers (majority left for Cyrodiil) and perhaps not the will to fight these pious and martial people in whom they sympathize
the Fighters Guild on Vvardenfell at least seems favorable to the Redoran, but is trying to stay out of politics, Thieves Guilds everywhere are enduring hard times,
and the Mages Guild is trying to compete with the Telvanni, and there are no report of them helping to close Oblivion gates like th Telvanni are and so therefore they wold need some support, they';d get that from Helseth's regime

so I am wondering, in the SIlgrad tower mod, how will Imperial institutions react to the changes in Morrowind? will they be on the Redoran side? will they take the side of Helseth? most of the guilds and government stuff might but the Fighting ones like the Legionnaires and the Fighters Guild sympathizes with the Redoran....?
