I have just downloaded Sigrid Tower and install it on my PC. My question is, do I need all those .ems & .esp that I have collect playing Oblivion. If I don't, would getting rid of them make running Silgrad Tower better or does it make a difference.

In principle it should work fine with any other esm/esp, so no.

That is great. Will they show up in Silgrad Tower. (Eg: Open City, Cobl Races and others)
