Thus far we have decided that the town of steadhelm will grow as the player helps to defend it from a Dagon originated threat, be it Deadra, Mythic Dawn, or Oblivion gates is not yet decided. Current plans include the building of a keep of sorts, building of a garrison, and some sort of siege. Major problems include Player starting before main quest is active, player starting after main quest, and player starting midway through the main quest, and finishing it before he is done. Discussion begin, let your imaginations run wild!
During the quest the town should grow not only in defenses, but houses should be built for the refugees fleeing cyrodiil. Perhaps there should be a quest for locating materials?
Sure, seems logical. Maybe some haggling to get the goods cheaper or something after you've found them.

Sure. Speaking of ships you should have a questline with a ship similar to the one in Raven Rock where you threatened the captain :chaos:

Maybe you could consider encouraging your claimants to add in links to other projects/events and quests as things develope, so that Mayor of Town A assists one of his Location Claimants/Quest Developers to send the player to find answers in Town B through the assistance of the Mayor of Town B and one of his Location Claimants.
This could work very well with fast travel as an option, and depending on the way it is done enhance the sense of immersion in living history...
And need not be done only for major quests?
For example the conversations of NPCs in one town might lead the player to a quest in another town, or alert him to developing situations.
This could also add another layer of events to Razorwing's Newsheet idea...
That is a marvleous idea, and as soon as I have a finished alpha esm. to hand out, I want that to be a major goal. As of now, the maker of SHC18 needs to help the refugee ship person in a cooperative goal toward sthis quest.
