They will be separate.
The next release of the Reich Parkeep alpha will be an esm. There is only a small esp necessary for fast travelling (portal).
Steadhelm can be linked to the "fast travelling" esp if DarkAsmodeous agrees to do so.
I am working on the Reich Parkeep esm. I added a lot of AI and more interiors are merged.
