Not really a mod resource, but it would be great to have Elsweyr compatability for EDI, what I consider an essential mod. And please tell me the world IS static.

static is something that does not move. not animated (though not always the case with OB) no gravity applied in-game etc. things like buildings rocks, furniture plants etc. anything the PC can pickup and move around is not static.
I think he means that we are not using level scaling?
LOL. Dark is correct.
I believe we're using minimal level scalling within a 3 level range to make the job of balancing easier for us while maintaining all the benefits of a fully static world. All unique items will be staticaly valued and defended, and the main quest will be fully static.

So to answer your question, yes.
