Put a gray shade in the alpha of the normal map in the part of the texture you want to shine.

Oh and if you want a shine like the one the Frost Atronach has I think that's done by some kind of a shader applied to the model.

I also think the piece of the model (NiTriShape) where the shine is applied needs an additional property (NiSpecularProperty Flag:1) set up in NifSkope for it to look right and to take advantage of the specular map.
