Councilors of House Redoran
Vardenfell District
Imperial Era 433

Master Lord Miner Arobar, by Grace of Almsivi, Honored Councilor of Redoran Council, Vvardenfell District, Lord of North Gash, of Arobar Manor, District of Vvardenfell, Province of Morrowind
Master Lord Hlaren Ramoran, by Grace of Almsivi, Honored Councilor of Redoran Council, Vvardenfell District, Lord of West Gash, of Ramoran Manor, District of Vvardenfell, Province of Morrowind
Mistress Lady Brara Morvayn, by Grace of Almsivi, Honored Councilor of Redoran Council, Vvardenfell District, Lady of Maar Gan, District of Vvardenfell, Province of Morrowind
Master Lord Athyn Sarethi, by Grace of Almsivi, Honored Councilor of Redoran Council, Vvardenfell District, Lord of South Gash, District of Vvardenfell, Province of Morrowind
Master Lord Garisa Llethri, by Grace of Almsivi, Honored Councilor of Redoran Council, Vvardenfell District, Lord of Shishi, District of Vvardenfell, Province of Morrowind
Master Lord Hlaren Ramoran, having no holdings in the West Gash, his domain, has pushed for the foundation of a town named Maltir Bal. However, the Redoran Council, deeming the Ald-ruhn issue to be more pressing, has decided to postpone acquiring the deed for the construction of Maltir Bal. The Ramoran Clan still holds the rights for the construction however, as it is their land.
Briras Indarys is being considered as Chief Watchman of the western Ashlands. His valiant efforts to save the civilians of Ald-ruhn from the Daedra are commendable and his estate of Bal Isra had provided a sanctuary for refugees. The Council has yet to vote on the matter.
Master Lord Garisa Llethri, who founded the town of Shishi five years ago, is pushing for a formal alliance with the Urshilaku Tribe. The tribe has become steady seasonal trading partners with the Redoran of Shishi, but is hesitant to enter in a formal, and binding alliance. The Redoran Council has yet to announce their decision as to whether to seek an alliance or not.
The ancient Dunmer strongholds of Andasreth and Berandas are to be cleared out. The Redoran Council has announced that a general mustering of militia and warriors in the Gashlands will take place in a month to flush out the bandits and criminals hiding in the two strongholds. Four Redoran warriors had been slain there and the Council has unanimously declared their punitive war on the bandits.
Caldera, originally part of the Sarethi Clan?s territory, has been held as an Imperial chartered town and mine. The Redoran Council has informed Duke Vedam Dren of its intention to present their plea to the Grand Council. Normally this would not go overly well, however, with the fall of Ald-ruhn and the Redoran saving Vvardenfell from an Oblivion invasion, the Grand Councilors are considering the Redoran demand.

Councilors of House Hlaalu
Vvardenfell District
Imperial Era 433
Grandmaster Mistress Raynasa Rethan, by Grace of Almsivi, Honored Chief Councilor of Hlaalu Council, Vvardenfell District, Free Trader, Lord of Odai Plateau, Hla Oad, oversees Ouada Odai, District of Vvardenfell, Province of Morrowind
Mistress Velanda Omani, by Grace of Almsivi, Honored Councilor of Hlaalu Council, Vvardenfell District, Free Trader, Lord of Omani Plantation, Elmas Island, East Vivec, District of Vvardenfell, Province of Morrowind
Master Dram Bero, by Grace of Almsivi, Honored Councilor of Hlaalu Council, Vvardenfell District, Free Trader, Gentleman of No Fixed Residence, Vivec, District of Vvardenfell, Province of Morrowind
Master Crassius Curio, by Grace of Almsivi, Honored Councilor of Hlaalu Council, Vvardenfell District, Free Trader, Curio Manor, Hlaalu Compound, Vivec, District of Vvardenfell, Province of Morrowind
Master Yngling Half-Troll, by Grace of Almsivi, Honored Councilor of Hlaalu Council, Vvardenfell District, Free Trader, Yngling Manor, Canton of St. Olms, Vivec, District of Vvardenfell, Province of Morrowind
Mistress Nevena Ules, by Grace of Almsivi, Honored Councilor of Hlaalu Council, Vvardenfell District, Free Trader, Ules Manor, Suran, Ascadian Isles, Bal Ur, District of Vvardenfell, Province of Morrowind
The so-called Massacre of Thieves killed off all known members of the underground Thieves Guild in Balmora, Vivec City, and Sadrith Mora. Ald-ruhn?s was caught in the Oblivion invasion. Great House Hlaalu maintains that there was no knowledge of an impending attack, however it is obvious that an outlander criminal syndicate would face extreme competition from the native Camonna Tong. The Council declines to reveal any of the intelligence gathered on the killings but it seems that thugs killed all of the Guild-thieves they could find and then escaped or bribed nobles or guards to be set free.
There has been discussion by the Hlaalu Council for the construction of a new town near the Shurdan-Raplay Pass. A Nothryon clansman has stepped forward as a potential founder, however he has little monetary backing. The Council awaits a suitable financer before presenting their holding-plea to Duke Vedam Dren.
Aid for Ald-ruhn had been proposed to by Master Crassius Curio, however it is still hotly debated as Master Yngling Half-Troll, Mistress Nevena Ules, and Mistress Velanda Omani object. As of now the debate is at a stalemate and it seems no aid from Hlaalu will find its way to the Redoran any time soon.
Diplomats from Black Marsh and Elsweyr have asked Great House Hlaalu to provide their freed slaves passage back to their home provinces. As Great House Hlaalu is not a great slaving House, it has been decided that passage will be offered, however it seems it will be at a cost. This means many of the workers will be forced to stay on Vvardenfell as tenant farmers for some time.

The Telvanni Council had sent a band of Telvanni to aid the Redoran at Ald-ruhn during the Oblivion Crisis. Though Ald-ruhn had fallen, Telvanni had been able to help the Ghostgate Temple garrison defeat what remained of the Daedric army. The Telvanni Council has sent ambassadors to Great House Redoran, expecting that their agreement to prevent a Mages Guild monopoly will be honored.
The so-called Massacre of Thieves killed off all known members of the underground Thieves Guild in Balmora, Vivec City, and Sadrith Mora. Ald-ruhn?s was caught in the Oblivion invasion. The Telvanni Council maintains that gangsters perpetrated the raid on Dirty Muriel?s Cornerclub, and they had left no trace. The large tavern is now closed off by the Telvanni guards of Sadrith Mora.
With Master Gothren dead, Tel Aruhn had begun to decline. With the official end of the slave trade, the city was close to ruin. However the Telvanni Council has proclaimed Tel-Aruhn to now be a mercenary capital for the Telvanni. This sudden shift to militant aims is alarming, however the Telvanni have assured the Grand Council that it is simply a more centralized form of their large hireling-conscription and a way to bring Tel-Aruhn out of economic decline.
An alliance with the Ashlanders has been considered by the Telvanni Council, which plans to send envoys to the Erabenimsun and Zainab tribes. Past attempts at a solid alliance have fallen short, however the respective Ashkhans have shown interest in an alliance in case of war.
Recent rumors of Telvanni not abiding by King Helseth?s abolishment of slavery have arisen. The Telvanni Council of Vvardenfell declares that it has done all that it can within its traditional bounds to prevent slave trading. However, the Council warns that they cannot and will not effectively stop underground slave trading.
The Telvanni Council has decided to allow the settlement of Indoril refugees on Azuras Coast. Tel Branora, Odirniran, and Mawia now all have small Indoril populations. The main group of refugees however, are now in Vivec City or Molag Mar.

Council Affairs of Note
The Redoran Council has unanimously elected Ralos Venim, son of Bolvyn Venim, to lead the reconstruction of Ald-ruhn. Financed by generous donations from Redoran nobles, the Councilors themselves, and the Tribunal Temple, Velothi and Orcish laborers are being hired, and many seasoned warriors brought to Ald-ruhn to help in the restoration of the clanstead. Master Lord Hlaren Ramoran, having no holdings in the West Gash, his domain, has pushed for the foundation of a town named Maltir Bal. Council Affairs of Note
During King Hlaalu Helseth?s civil war, the Hlaalu and Dres had fought the Indoril. The Hlaalu Council of Vvardenfell has announced its intention to have a part of the Indoril war-indemnities, as seasoned Hlaalu warriors from Vvardenfell had been sent to the eastern Deshaan Plains during the brief but bloody civil war. The so-called Massacre of Thieves killed off all known members of the underground Thieves Guild in Balmora, Vivec City, and Sadrith Mora. Ald-ruhn?s was caught in the Oblivion invasion.
