well i have downloaded the mod silgrad tower
but when i speak to a npc of the mod i can not hear the voice of the npc
and i was wondering maybe someone can explain that to me

The voices heard on Oblivion are actual people reading lines; they are not generated in any way. To have the same in ST requires real people as well. I'm not sure if here is any voice acting in ST as of yet. Arbiter does a great raspy Dunmer, but I don't know if that is reserved for his own mod only or not. But if you think you have a suitable voice and have decent recording equipment, well...

SACarrow's absolutely correct, there isn't any voice acting. We give every single one of our NPCs unique greetings and dialogue, so the amount of effort would be enormous.
Just try to think on the bright side of things: you'll never hear two different voices coming from one NPC, something which i personally found maddening in oblivion.
I'm fairly sure there are a few NPC's that do have voiced dialogue. I don't know if they're actually in game yet, but they are recordings in the sound-> voices-> ST folder.

i thought they all had a spoken dialog
