Making tombs and caves won't be so easy because the exterior landmass doesn't have a high difference. So tombs and caves won't have a high difference in height either and especially not with the raising parts.
When a tomb or cave raises too much in comparisation with the exterior landmass, the claimholder will have to correct or do this claim again. That claim can also be revoked and given to another member.
So watch good at the exteriors! and don't make a cave or tomb too high.
