I guess this is more of a concept idea then art, but we don't have a better forum for it, so I think I'll post it here.
My idea is to have Tollman guards along the road that speak with you as you take the trail. It's a force speak, so they talk to you.
"Excuse me pcrace%, but in order to pass, the Tollman Guard Guild asks you pay a small fee for keeping your trails safe."
Then you may respond with several responces.
"I refuse"= no admittance, you must go around or fight the guard, or flee If you kill a guard your faction points with the Royal Court goes down.
"pay 10 gold"=Admittance pass the check point, usually a bridge.
"pay 50 gold"=be escorted to the next check point.
These guards are very powerful, and know the country side very well, they can kill just about any creature that sneaks up on the trail, and being escorted is not a bad idea.
You can avoid the check point altogether, but that means taking the dangerous countryside, and risk loosing the trail.
Killing a guard is a poor alternative, because not only will creatures start inhabiting the trail more often, making it very dangerous, but you will loose crucial faction points if you wish to have anything to do with the Royal Court. However if you kill a guard your faction will go up for the Kleoptocratic Reformists, House Dres, and Highway Bandits. On this flip-side you will still loose faction for any Argonian tribes.
