The claim is yours. I did notice you put in for a modders ID. GB does not seem to be taken so as soon as someone that can approve that for you comes in they will grant that to you and make the appropriate additions to the list. Until then go ahead and use GB for your claim.
Well there is alot of information to consume. If you have any questions regarding how to do something or what can be used as far as assets, you only need to ask. Also, Sandor has given a General info link in the first post and it has alot of useful information. Don't let the amount of info discourage you. As you can always ask questions here. Just follow the description to the claim that Sandor has given and most importantly enjoy it.

I think I've got it under control, except the problem with interior models. should I not have used the Modder's ESM or is there some magical files I need to download so I can use the models?
You need to be using the Silgrad_Tower.esm v2.993 or a higher version.
In the CS under Interiors "use the existing cell (SilgradCity0349) and don't delete the exterior building"
I think you are referring to the interior cell models for your claim.
You will also need to DL the ST assets and place them into your data folder if you have not already done so.
the thread with the assets seems to be restricted to ST modders? I'm not sure what to do about that.
