is there are way I can get the TES3 CS to look at stuff from TES3, without getting Morrowind game on PC?

No. I tried that myself once on my old comp, which didn't have a 3d card and couldn't run Morrowind, but the Construction Set won't work without the game installed.
Then again the program MWEdit mimics many of the functions of the CS and can be used to check out .esp's in-depth. You can't mod with it of course but you can check out all the info in it, like dialogue and books and such. And on my old comp I usually just imported NIFs into Max when I was curious about how they looked, whether I was going to work with them as models or not.
