SIlgrad Lore tells the inn is located at the road between reich parkeep and Silgrad and between blacklight and Skyrim.
Edit: It's located at Ashunor lake. But the map of Silgrad Tower of TES III and the map of Silgrad Tower TES IV doesn't correspondent when it comes to the Deepen moor and Forgotten Forest Region. So the inn should be placed almost near Reich parkeep or should not be included.

A long time ago we decided that the Ancient Gate should be situated farther north than it had in our Morrowind mod. I don't recall exactly why, but I do recall it was for a good reason. The road to the Ancient Gate moved with it of course, and since Crossroads Inn is lying on the fork of the road going west to Skyrim it moved along with it.
It'll get added in after the medieval homes have been modded. Wouldn't feel right to bring it back with houses from Oblivion, at least not in my opinion.
