These have been set up by the Tsaesci as their forward command post on the islands. You need to talk to whoever is making the exteriors of the tents to make sure they match up, and you have the right number.
Ordinary soldiers' tents will contain weapons and resting soldiers (if we have made some Akaviri beds, these would be ideal).
The Commander's tent will contain a large desk, with charts and books on it (these will be in a language which the player cannot read yet - just put the text as "The page is covered with strange symbols and runes, which you recognise as writing. But you cannot read it.)
