Well... If you haven't done so already, you should start by installing Silgrad Tower 2.5 and Public Update #6 if possible (#6 contains all of the public updates, btw). After that, get the latest modding ESM from the Source board. You might also want to grab a Modder's Abbreviation while you're doing all this.
If you're new to modding, you'll want to check out the CS wiki. More specifically, read the My First Dungeon Tutorial (for the very basics of ES modding) and the Basic Landscaping Tutorial (for the explanation about how landscaping works).
If you're looking for other info and don't know where to find it, feel free to ask here and we'll do our best to help you out.
