Jolgeir is the owner of the Bridge Inn outside Steadhelm. As documented in the local paper, he was recently accused of enchanting the food served there in order to improve its taste. I propose that the player decides to investigate this further on reading the paper, and uncovers an old feud between Jolgeir and his accuser, the wizard Arterius. So basically a clue-finding/investigation kind of quest.

Initial thoughts?
The more quests the better, methinks. =)

Where would this Arterius be located?
Staying at one of the Inns in Steadhelm, I think.
Right, so it'll be either The Rusty Guar or The Lord's Pawn.

I'd go with the latter, myself, since The Rusty Guar seems to have quite a bit going on - all the residents of Steadhelm go and eat there etc., so not much goes on at The Lord's Pawn.

Since sandor's in charge of Steadhelm, I think his opinion will be very much valued here.
OK, sure. I could change the description of where the fight took place to the Lord's Pawn in the broadsheet.

The Lord's Pawn. --> It's not an Inn.

I think we could add another room to the Rusty Guar basement for Arterius.
