''Yes,'' she replied, ''but what if we agreed to never go further east than Latrys Island? I've never seen a Hlaalu fishing boat that far west anyway. And the Hlaalu couldn't evict us if we were an Imperial Legion. We would need to get food somewhere else, though.''

does this mean that the Argonians are allowed on Latrys Island? or does it mean they cannot go past it?

so that means there are bands of Argonians still out there that are technically illegal... and Legio Argonis is trying to get them to join them in thei new way of life...
some of the betmeri guerillas on Vvardenfell are Argonians from here... in fact I think Eleel-Lei the notorious slave-revolter is... (making stuff up)

It meant that they could swim near and around the uninhabited island, but not venture out into open water or near Vvardenfell's coast where Hlaalu had fishing rights. The argonians didn't have any interest in the island itself, they just wanted to fish. Smile

Unfortunately I wrote the book before I had finished modding the region, so it's not totally accurate with what ended up in the actual mod. There's no kwama mine for instance, and as I went along I didn't add any roaming argonians. It was more fun to mod little outposts. Tongue I think the original idea to have roaming argonians was because someone else had already modded in a couple of argonian thieves further north in the swamp. If you want to have them or not is totally up to you.

There's one Dunmer, Vetham, in Legio Argonis. He is a member of the Imperial Cult and can be found in the same room as the matriarch. There are hints strewn around that they became lovers, which some other argonians frown upon. Again, you can nix him if you like; maybe the story can be tweaked so that he just educated them and then left before the game starts.
