I watched the you tube. Interesting vision. I do not read or speak much Russian so I was not able to understand much of the subscripts. I wasn't able to understand the web site either.

It amazes me how people still seem to think that a non-English mod is a viable idea. In practice it amounts to little but massively reducing your target audience.
I invited the creator of the mod to visit this forum.The video shows mostly Ionith and tells the story of a retired ship captain who deceides to visit Akavir to reveal the secret of the Akaviri men.The guy possibly do not speak English at all that is why the mod is in Russian.Another video http://www.youtube.com/watch?v=VCQR89STxbQ some screens http://akavirlegends.clan.su/photo/legendy_akavira/9 The mod is discribed as non lore correct.

the only completed total conversions for Morrowind OR Oblivion have been German. France and Japan likewise has a HUGE modding scene. Besides, modding is not about how many people see your mod.
