Dremora Lord Khash-Ti Dhrur, you may have met him before...
the Nerevarine met him and slew him in a great battle while trying to find Pyroil Tar to make his Dwemer blade burn, and for it to be really the legendary blade, Trueflame... a gift from Dwemer King Dumac to Chimer King Nerevar
Khask-Ti Dhrur was in Norenen-Dur, Citadel of Myn Dhrur, he had an army of Daedra at his command
After having been slain, he vowed to return to the land of Morrowind. However, due to his complacency in Norenen-Dur, far from any sort of battle against the mortals of Nirn, he was demoted to a common soldier
He was infuriated, and when he came through an Oblivion Gate to Vvardenfell, he vowed he would leave his mark on the land and the people. And so he and a band of Daedra ravaged the land but was cornered and defeated by Ordinators. He escaped and fled to Bal Ur where he found Daedric Cultists of the House of Troubles. Having witnessed the organization of the Dunmer and their armies he decided to creat a confederation of Cultists that would be called The House of Troubles. He refers to Tribunal beliefs that the Daedric Princes: Sheogorad, Malacath, Mehrunes Dagon, and Molag Bal are evil.
So he gathers the largest Cults, the Molag Bal Cult in Mzuleft, Sheogorad led by Llaren Terano, the Sheogorad Cult in Ald Daedroth led by Hlireni Indavel, and the Mehrunes Dagon Cult in Indoranyon led by Qorwynn. He also forces many of the smaller cults to merge with the larger ones and makes a base in Bal Ur. He also has established a treaty with the Orcs of Valenvaryon, the largest population of Malacath worshippers on the island of Vvardenfell.
He has become their general, gathering cultists together to fight off the Ordinators as one, as has been met with recent success. His leadership of this loose confederation has led him to ally his followers to Ashlanders, Telvanni, and Betmeri. However, his aim is to destroy the folk on Vvardenfell who will not worship the Daedra. He realizes that though his allies do, they do not necessarily worship Daedra to the extent of the Cultists he commands.
Khash-Ti Dhrur is a charismatic but ruthless leader. He kills any Daedra or Cultist that disobeys him. However, this treatment is not unusual for Daedric Cults and a strong leader serves to rally them rather than turn them away.

well, since the Daedric Cultists wouldn't unite themselves anyhow and would get hunted down by Armigers and Ordinators... I was thinking that these Cultists, in order to be of actual use to the Telvanni armies and a real overall threat to the Temple, have to unite into a confederacy....
and who would do that? well why not a being they worship? hell yeah!
