you'll run out of "real" npcs real fast, the same reason why in morrowind if you raid a camp and kill all the unique npcs they dont come back, with using plain "bandits" or "warriors" you eliminate that problem which makes for more fights which extends replay time and less work creating LOTS of unique NPCS whos only purpose is fighting and dying.
Except in the case of a fight that takes place during a quest where unique NPCs from factions with join you or follow you or lead you into battle (like Kavatch)

There should be vampires and vampire hunters there too. it'd be cool to be attacked by a vampire at night, and get saved by a vampire hunter that was trailing it.
