Will silgrad city even be bigger then it was in TES 3 Silgrad tower mod? I know that there is HUGE difference between RP and soluthis in TES 4 compared to TES 3.

It will be the same size (more or less) if you count the number of interiors.
Compared to the TES3 version, the exterior will be less cramped (more space).

For your reference.
There are around 80 finished interiors in Reich Parkeep and Soluthis.
There are approx. 100 (open claims / claimed) interiors in Soluthis that have to be finished.
When finished Steadhelm will have a total of approximate 45 interiors.

The first interior is already finished Pending approval of course. I'll make a few more before the set is released on The Source board, mostly as a useful way of testing different room configurations.

As I don't feel like counting them myself, does anyone know how many interiors are in the IC, for comparison?

More since they are claims (which may or may not include more than a single interior).
Just out of curiosity, where did that number come from? An estimation or a plan so far?
