Quest Idea: "Lost Souls" - ChaosCarlos - 08-11-2007
Quest Summery:
The guards of [Town/City name] are becoming increasingly alarmed by the number of beggars who have disappeared in the last month. Town/City officials claim the stability of the economy has simply lessened the number of under priveledged people and found them honest work, this however is not what Captain [captain's name] of the town/city guard believes.
The Captain hasn't the man power or the authority to investigate this situation further, however once he meets you he offers you a tidy sum of gold to discover what the truth behind this mystery is.
Quest Idea - Lost Souls:
Speaking to a few of the captain's guards you learn that the majority of beggars taken were from a side alley near one of the sewer entrances [If there's no sewer in the town than perhaps an old disused escape tunnel].
Unfortunetly the tunnel/sewer entrance can't be opend. You return to the captain and tell this, he informs you there's another tunnel/sewer entrance outside the town that leads into the sealed one, [he gives you the key to open it] however it's much longer and there have been reports of strange noises from travelers passing by this entrance.
Once inside the sewer you walk towards the previously sealed tunnel, once there you encounter a strange zombie like creature, however unlike zombies it can wield a sword, but not very well. After defeating a few of the creatures and continuing on your way you come across one of the beggars, however he looks looks extremely ill. He informs you that the creatures you've been fighting are infact the beggars you've been sent to find, but they're no longer normal.
You discover that a necromancer lured the beggars down into the tunnels/sewers with the promise of food and money [possibly using a charm spell]. Once in his lair the necromancer proceeded to drain the souls from the beggars and turn them into 'soul eaters' beings that hunt and devour the souls of others. Apparently the necromancer is attempting to summon a powerful spirit/demon but must first have an offering of souls to appease it, hence why the beggars were taken. The beggar you find had managed to escape before his soul could be taken fully, however without a complete soul he will eventually turn into a soul eater himself. He asks you to kill him now, the choice is yours.
The necromancer is further down the tunnel, you must go and kill him before he completes his summoning spell. You're too late, as you enter his lair a portal of some kind opens killing the necromancer, however the spirit/demon that was summoned has now inhabited his body. Kill it and then return to the captain.
The captain is shocked when you inform him of your discovery, he goes on about how greatful he is and that he promises to rid the tunnel of the remaining 'soul eaters'. You're paid a generous amount of gold for everything you've done.
Killing The Beggar
Killing the beggar has a few negative effect concerning your interaction with the captain at the end of the quest. The captain believes that he could have been saved, thus he is very upset about the man's death, however concidering that the man requested to die and the alternative was a fate worse than death, he can do nothing but be disapointed at your choice of action.
The effect of his disapointmen is felt in the reward, you are paid only half as much as what you'd get for leaving the beggar alive, also you gain a few negative points on your disposition/reputation. I'm not too sure exactly how the disposition system works, but I'd guess it effects how NPC's react to you.

It's very interesting. I think an appropriate story behind the necromancer is he's trying to summon a Daedra Lord (the Tamrielic equivilant (sp) of a demon). Molag Bal might be a good choice here because he enslaves souls (Here is some more info). The only way to capture the soul of an NPC is by using a Black Soul Gem, which is a creation of the necromancers.

Molag Bal is also the 'father' of the vampires isn't he? If so then perhaps instead of soul eaters as I originally suggested, perhaps the beggars would become rouge vampires or something similar. Might be possible, if you're a member of a vampire clan that maybe these 'necrovamps' would show up again and your clan leader gives you a mission to exterminate them.
If you're not a vampire then maybe another town/village has the same 'necrovamps' as stated above bothering them and you have to sort it out.

Yes Molag Bal is the believed creator of the vampire races, I like this Idea
I agree with TID that if we are going to attempt to summon a Daedric Prince it should be Molag Bal.
Possibly these creatures are an offshoot of a particular vampire race, maybe he has mutated them into another form for this purpose. Or just another mutated peoples of Molag Bal
What about the possibility of changing these creatures back
What is done with their souls? the soul must be captured as TID said with the Black Soul Gem, once the "soul eater" is defeated can we release the trapped soul and return the npc back to his/her former self?

I'd assume it's possible to return their souls, perhaps if you were to let the 'dying' beggar live instead of granting his wish to die then maybe after you kill the necromancer he wanders into the room as a fully transformed necrovamp or soul eater whatever we're going with, here you can either kill him or shatter the black soul gem laying on the alter. This turns out to be his soul, then bang, whoop, flashy flash special effects and his soul is restored....however you later learn that the majority of the necrovamps/soul eaters have fled the tunnels, you discover this when you find the bodies of several guards outside the tunnel entrance.
The Captain informs you he sent them to cover the entrance, nice to know he could finally spare a few for such a daring mission. The Captain pays you the gold owed for finding out what happened to the beggars and for killing the nocromancer.
I'm not sure how we should persue the matter later, should it end there or be an on-going side quest where the vamps/soul eaters have their soul gems on them and when you defeat them the soul gem shatters and they're restored to normal, or something else?
Anyway, a reward for restoring all the beggars to normal could be to return to the captain where he gives you a pretty nice weapon or maybe some necromancer artefact they found in the tunnels that increases your magical abilities, teaches you a new spell or something along those lines.

Another consideration we need to discuss is location
I am not fully aware of which cities will have sewer/underground systems
from reviewing some of the info it appears Soluthis will and probably Steadhem, and I know Silgrad will have a huge one, or it should be comparable to the ES3 version which is quite large, but Silgrad is a ways from being completed (yes?)
I like the quest, I think we should go with it. possibly a mages guild or temple quest.
Temple quest like this would fall under the Temple of Arkay which is in Soluthis, so that would probably resolve the "where" question

The exterior part of Silgrad city will be half-finished in the next public release, there will be no sewer system.
If you want to add the quest to Temple of Arkay in Soluthis it's fine for me.
I like the storyline.

To be more clear.
