AnImpatientFan that would be Silgrad the city.

Not sure what you are speaking of in all the pictures, but the door is a place holder for a morgue quest. None of the buildings have been placed yet and the modder at the time needed to test a quest.

Sandor is working on the city itself and will give an update when things are coming together.

I was a bit confused when Silgrad City was nowhere to be seen.
So it hasn't been placed yet.

Yes that is the area. The buildings had collision issues as wells as the walls. We also wanted Distant LOD for the walls.

I believe that has all been remedied. But again Sandor can give more information.
