A good plotline can be made here. The claimer can have a lot of fun working with this one. It will start with the school in Blacklight. The PC will find out of a lost party which was supposed to study the ruins there. But the party never came back. But the key to the Observatory has been lost as well. So the PC will have to go on a search for it. It may take several ruins through Silgrad Tower and Vvardenfell but after getting plenty of treasure and XP the PC will get it.
