It's been a number of years since the Morrowind PC defeated the Queen
and reunited the city back to the empire. Blacklight has grown heavily
with all the resumed trade and has become one of the largest cities of
Morrowind. Unfortunately three events happen, the Oblivion crisis,
Skyrim and the retirement of the governor. First the governor. After
many years of faithful service he decides to move on, taking with him
all the leaders of the Mage's Guild, the Fighter's Guild, the Dark
Knights, even the Temple Master. It leads a void where no one so far
can take over stewardship of the city. The city is not thrown into
chaos since the rest of the Knights and Guards still maintain order but
are leaderless for the moment. The PC will be helping out to find a new
governor and become leader of many of the guilds there. Becoming leader
of the guilds gives the PC power and influence which will help getting
the right person for the position (this won't be the PC getting the
governor's job over the city). (Will be continued......)

or maybe perhaps you work towards being leader of the town yourself and
during your quest you reunite a lot of the factions that were also left
leaderless. I dunno just me thinking.

No, the reasoning behind this is that, the hero just saved the empire
and started a power base in Blacklight. Now the hero wants to be the
new emperor. A little too complicated since it would involve every
single province going towards the PC's side and then getting to the
Imperial Palace to win. It is better to think about the other two
subjects, resolving the crisis and Skyrim. Blacklight will need a new
strong leader to get things done and have the PC help the new leader
out.
