There is no royal structure in both Blacklight and Cormaris View. Both are run by Governors courtesy of the old Emperor after the fall of Verminth. Unfortunately, at the time of the crisis, both Governors have already retired and since it was not a major decision of the Emperor's part, the areas have been left on its own, especially since the Emperor was slain.

So the Dark Knights have retaken control (please, no batman comments here). The PC in one of the major quests will have to find the right people to run the areas and not make it a military junta. Comments, love to hear it.

Cracking idea! And, related to your plans with Vistamorn, it fully carries on the 'Caribbean pirate' motif with your idea involving the governors. There's a lot of fun and potential here. Plus you have the option of keeping to some degree of interactivity if you actually do get to choose the governors as opposed to being guided along a particular pathway. Naturally, playing out the full set of consequences for such things can be troublesome but, as long as you keep that in mind and make sure that any variation involved isn't too arduous in terms of implementing its implications for future missions, then it gives you a lot of leeway. Of course, you could always have one governor who is unavoidably chosen and therefore picks up any missions considered to be 'essential' or 'generic'...do you get what I mean here?
