From what I could decode from that, you have to be chosen at birth to
get in. Its like Bethesda is already preparing ahead for a non joinable

Today, the Order accepts members from all races, and they are believed to be the oldest monastic group in Tamriel.
Even though the Psijics are extremely reclusive, members of the Order
can be recognized by the gray cloaks they choose to wear. Members are
even referred to by this distinctive garment
As a member of the Psijic Order, it is important to remain "faithful"
to the Old Ways. Members believe that the spiritual world is always
watching our world, and a loyal graycloak will perform the Rites of
Moawita on the 2nd of Hearth Fire and the Vigyld on the 1st of Second
Seed in order to empower the salutary spirits and debilitate the
unclean spirits
One of the primary goals of the Order is to distribute power as they
see fit. If certain powerful people are deemed unworthy by the Order,
then the Psijics will try and make a change. This change will not
involve murder or any other form of assassination.

but reading the PGE we get a problem.
Its possible that the Psijic is planning to rebel(not that they have done enything like before as far as I know)
And well their recruitment are going up 30 people in 2 years.. before 17 in 1000 years before

Whether or not this is joinable would depend on how central we want the player to be in History.
Such as: if the player is Psijic (uh oh I just copied Lady N's spelling 
) does the main plot involve the player changing the course of history
and does everything change in Summerset Isles as a result = MAJOR (cor,
I shouted! 
) changes not merely in NPC disposition?
So, changes also in the way NPCs behave towards each other... their
titles, new buildings, literature... Huge stuff... even change the way
the sky appears (remember Red Mountain and the Blight) and game works
:evil grin:
Then we would have to have some way to explain all this to fit in with future ES releases and our future mods! 
So any Psyjic Order joinability would have to be very carefully thought
out to include poss consequences and must be utterly believable.
