There won't be any strict "Factions" ofr Thras. There will be the mainquest, where the player will be able to join up with pirates, necromancers, or a holy group of Knights devoted to Arkay (Knights of the Circle, a Lore acurte faction based on the one from Daggerfall with the same name), that are intertwined with each other. The rest of the quests will be misc quests, and quests based on your standings with the inhabitants of Thras (E.G. if you swing towards the pirate part of the MQ, you'll find that more pirate quests are open to you.).

Thras isn't seperated into Fiefdoms, it is seperated into Kingdoms, hence the "Coral Kingdoms". This fact is also lore based. You won't interact with the councils/royal courts as a faction, but part of the MQ deals with this area, more than the other paths.
