Here is another importaint thing we haven't discussed much, at least on the forums, the settlements of Thras. TOYB, if anything I say stikes you as strange, I'm probably just thinking out loud. Note that who has power over the sload settlements has changed from my mainquest portion, this is because of an issue with the imperial settlement being at Vandor, which was previously said to be ruled by Kvakis, which doesn't make much sense.

First of all, we (TOYB and I) have already agreed (well, I think we did) that the sload are mostly solitary creatures. However, they may choose to live in settlements if they deem it necessary.
So we must assume that there won't be many settlements of sload. However, we also have the pirates to put somewhere, and the imperial settlement, which is currently in Vandor.
Let's start with the sload.

Given the fact that Thras is known as the Coral Kingdoms of Thras, we would assume that each kingdom has a king, as well as a primary settlement.

Kvata/?: Kvata will have reign over Vandor, and his mismanagement/senility/insanity is what has led to the imperial settlement there. Vandor will feature an ampitheater, a (walled?) imperial settlement, docks, a market, and some sload homes.

Kvakis/?: Kvakis will reign over the Sestres. He has a dwemer observatory on the largest island, and there is a pirate settlement there. There is also a sloadic settlement on one of the other Sestres.

?: We haven't decided who will rule over Agonio, but I would assume that this is where the beginning of the Sload part of the main quest begins. I'm thinking Agonio should have multiple smaller settlements. Agonio wasn't really featured much in the main quest, because we didn't find out about it until it was already half written. We should probably take care of that, otherwise players won't travel there.

The Pirates should have more than one settlement, perhaps a floating dock of sorts in addition to the place at the Sestre's?

More will be added as it comes up.

The player gets a boat, and finds a lost pirate base/cove it the questline, which double as settlements (The pirate cove diffently does).

Agonio is one of the more "Violent" islnads, and is constantly changing, through eruptions, sinking, and earthquakes, which make for poor ground to build on, and dangerous if buildings are built on it (this could be personified in a quest, where a building colapses).

Kvata for Vandor, and Kvatis is the one that kills him (you wrote it Wink ). The Imperial settlement on vandor, is rather a sector of the city itself.

Then where did I have Kvakis when I wrote it originally. I know I had Kvata at the dwemer place, and he ruled over the place with the Imperials, but I can't remember where I had Kvakis then.

Oh well, it isn't that importaint.

Kvakis was the guy who takes over from Kvata. I'll look over the MQ flow chart, and see if there is any refs to where you might of planned being in the beggining.
