[This is it for now, I am going to sleep, but I will complete it later. Comment on what I have so far.]
I am planning all of Vivec here, except Waffleman bravely planned
St.Delyn, St.Olms, and Telvanni canton. However I do hope he comes back
since he had started on a LOT of quest-ideas, after-all he was the
Vivec manager.
alright, after having thought about it some more... this is what I think Vivec City should be like...
there will be 5 House Cantons, 2 Saint Cantons, 1 Arena, 1 Foreign
Quater / Market Canton, and the Temple district with the High Fane, Lie
Rock, Steam Gate, and Palace. each will be unique in some ways...
in the canals between the cantons will be space for real-time gondolier
travel as they quickly glide through the water and bring you to your
destination... all you have to do is stand in the boat and tell them
where to bring you...
Also there will be 6 platforms in the water around Vivec City. Each one
has a Velothi house on it, and ontop of the House is a Dwemer ballista.
2 Ordinators are on each of the six platforms.
there will be four castes in Vivec City, the high class which lives in
the upper-levels, the middle which lives inside the Cantons, the lower
that lives in the canal works and in the canals, and the Temple which
ranges in wealth and status but are all well respected. The upper-class
types will be mostly House-nobles, middle will be normal house-folk and
foreigners(in the case of the Foreign Quarter) and the low will either
be Velothi-class (in the waistworks and canal-works) or betmeri and
visiting Ashlanders (living in huts and stilt-homes in the canals
themselves)
While the high-class manages the cantons, the middle class helps
production and such, and low classes of Velothi, Ashlander, and
beast-folk basically maintain much of it, however though they are poor,
in Vivec City at least such minorities (though they are a huge minority
in Vivec) are treated well and with respect as they serve in the Holy
City.
These aren't concrete as certainly many Velothi live in the Canalworks
(not canals) and many betmeri live within the cantons. Also, the
bridges will have higher-class people as well.
So basically new things are:
? Dres Compound, Indoril Compound, Bridge-Homes, & Canal-homes
? every canton will have ample housing and some new people
? every House canton will have its own guards and baaracks as well as Ordinators
? sewers will be reqorked to feel and look creepier and dirtier
? every canton will have 1 extra housing for the player, G.Houses may reward with a room
? 6 ballista platforms as a sea-defense for Vivec city
Each Canton should be known for several things... but that will be detailed below...
Vivec Canals
The Canals will be inhabited by Velothi and visiting Ashlanders, as
well as Beast-folk. Though most will seem like mediocre stuff, some of
the things will definitely be worth seeing, as well as discovering the
background stories of these immigrants, Velothi from their villages,
Ashlanders coming in to the city to work and bring money and goods back
to their tribes, and beast-folk who use their skills to make a living
while they are freed or escaped from slavery. These people also often
do jobs others won't do. I am a bit inspired by Hong Kong, China-towns,
and Bangkok, as well as Hoghead's Vivec Expansion.
These folks are extremely anti-Cammona Tong since many are beast-folk
and also since they see themselves as more honest. If they see a
Cammona Tong they get angry. Still they do small-time smuggling here
and there.
The Gondoliers have their HQ here and they all live in the Canal-community either in inns, shacks, or in the Gondolier Office.

Terminology:
Blubber - when the Canal-folk say Blubber, they mean the Sload. There
is a Sload who owns a magic shop and so far no one has given him away.
The only nes who know about him are the Canal-folk and Telvanni.
Root Gang - when someone refers to the Root Gang they mean Argonian vigilantes, no Ordinators guard Canals
Fur Gang - when someone refers to the Fur Gang they mean Khajiit vigilantes, no Ordinators guard Canals
Ash Gang - when someone refers to the Ash Gang they mean Dunmer vigilantes, no Ordinators guard Canals
Hetman - they refer to Yatumatal the Gondolier manager as 'Hetman'. He helps keep the peace

The lower bidges of the eight middle cantons will have home(s). The
upper bridges are only for pedestrians and the like. The lower bridges
are named after Saints, and the Saint shrine is simply a triloth.

Foreign Quarter / Market Canton
The Foreign Quarter is technically everything below the top tier. The
quarters below the top tier are all for foreigners. The top tier will
be a Marketplace with the two Smiths, the Mages Guild, and a shop that
can be customized by the player, there will also be severeal stalls
nearby. Instead of a great dome, I think we should have canvas tarps
and pavillions.
Arena Canton
The Arena canton will also feature plays, and these can be acted out
like the Mournhold Players in TES3 Tribunal. The Arena will be part of
the Arena Guild and the Morag Tong will still be there. However I think
that there should be a place entirely for the training of animals. So
there you will see Kagouti, Alits, Nixes, Durzogs, trolls, ogres, and
others.
Redoran Compound
Telvanni Compound
I thin the Telvanni Canton will go as Waffleman planned, except that
there will be a top tier above the TES3's one and this will be under
the dome perhaps. It will be called the Telvanni Garden and is a
beautiful mushrom mini-forest.

Several Ordinators
Hlaalu Compound
The Hlaalu will remain pretty much the same. However I think they
should have a warehouse with all the goods they will be sending to the
mainland (and not selling to EEC or tribute to Helseth). This warehouse
will be full of saltrace, ebony, diamonds, glass, ash yams, kwama eggs,
etc. Maybe a few quests devoted to people trying to get ahold of the
ownership of the warehouse and thieves and such. I also think that in
the sewers the Cammona Tong should be setting uo and trying to get a
hold in the Hlaalu canton.
Dres Compound
This canton will have Dres in it of course. However within the dome,
there will be four noble families. Two support Helseth and two do not.
However one guy and one girl love each other and are on opposite sides.
Also the waistworks will have three shrines and housing as well. The
three shrines are to the Tribunal, another room to the Anticipations,
and another for ancestor worship. The Canal-works will have the remains
of a slave market, now the base of Cammona Tong and black market.
Indoril Compound
This canton will be all about Indoril. They will not have a dome but
will have an open top with a large courtyard. This top will belong to a
noble and his manor will look like that big building in Old Mournhold
in the old Velothi-Indoril style like this one.
Inside will be Indoril and about half of them officially Temple
members. Within will be a bank and maybe also a hospital. I mean
Indoril are known for their donations and care of the people, partially
via the Temple.
St. Olms Canton
I think this will all go according to Waffleman's plan, and I think we
should keep a dome for this canton. However one thing is I don't think
Dram Bero is to be dead. I think Dram Bero is going to be in hiding,
but maybe something is connection with the Vassir-Diddant Ebony mine eh?

St. Olm?s Yngling?s Manor Basement (Originally there was a quest the
caused you to show how Yngling was corrupt, it was discovered and he
was cast out of Vivic by the Temple (now can be found? Need volunteers
to lend him some space, probably Suran Or Gnisis)
In the place of Yngling?s basement and manor there will be a new very
influential Nord named Ghaal, who leads a tribe of Nordsmen just landed
in Morrowind two months ago carrying a hefty fortune collected from
several pirating raids on ships (lots of gold and gems, no unique items
though). The Ordinators and Justice offices want your help proving he
is responsible for the crime so they have a reason to get rid of him
since he is causing so much trouble in St. Olms. He will give you some
thief type jobs involving stealing evidence against him. More on that
later

? The sewer system will be much more realistic for Vivic. As of now I
have no major plans other than revamping and hopefully making it look
better and also be less tedious and more fun. The layout will stay the
same for the most part however we have to remember these are sewers,
they are going to be dark and dangerous. In Morrowind they were far to
warm and fuzzy for a waste collection floor. All of the original people
who occupied the sewers are gone. As far as enemies go do not expect to
find hidden shrines or temples inside a sewer (I mean seriously folks?
What is more degrading to your god than worshiping him in a sewer?).
Things FAR more interesting will make you want to explore the sewers. J
St. Olm?s Temple
-A word on St. Olm?s temple. In Morrowind there was 1 lonely healer in
St. Olm?s temple, the new one will feature a living quarters and 2 or 3
new NPCs

Steam Gate
This wil be a gate and gate-house. There is a statue of Mephala within
the gate-house. Instead of actual gates, the ground there issues steam
and will kill you if you step on it. If you are invited by Vivec or if
everything check out then the Buoyant Armigers will "turn-off" the
steam and you can pass. Tansea Indarys is ne of Vivec's favorite lovers
and also his guard (in that she runs the Steam gate).

I think there should be murals about the history of Morrowind and
Vivec's place in it. And also the Puzzle Canal should be made VERY
confusing with traps here and there and also with beasts and Daedra
guarding it... and the Guide to Vivec says: "Beneath the Palace of
Vivec is the Puzzle Canal, a place of worship and testing for questing
heroes hoping to receive Vivec's favor. Many choice treasures are
guarded by Daedric servants in the Puzzle Canal's dark passages." so we
should also have treasures somewhere in the Puzzle Canal... when you go
in you should be lost.

oh that's nothing... a simple name and look is nothing... we could make
a different look of the big weapon, call it ballista and it's all good
that's a good point that you say it might be looked down upon, but
Dunmer don't seem to manufacture highly advanced machinery... the
Empire at least tries to imitate it, like cross-bows...
although Dunmar always avoid using what is considered profane... they
also like to use mockery... like "clockwork dreugh" defeating Dwemer
animiculi (two-fold, one is dreugh fighting for Chimer, other is chimer
animiculi killing Dwemer ones though Dwemer were the 1st to invent
them). So it could go both ways....
and as always I would like to ask if there is anything else you noticed
(or anyone else noticed) "wrong" about me and Waffleman's plans...? If
not then we are good to go and I will continue making the plans some
other time... gonna go eat ice cream now... |

Well, here is my brief feedback on your ideas:
I like the idea for the puzzle canal, and the Hlaalu (sp?) compounds. I
can see that you are keeping most of the original characters from
Morrowind as well...
For the puzzle canal, in TES3 there were only 4 levels, but I wouldn't
mind seeing more. When I first went in there in TES3, I was
dissappointed because the canal really didn't pose much of a
challenge... But hopefully this team can make it more or less confusing
and labyrinthine. Lots of dead ends, traps, dead adventurers, etc...
Hlaalu... How about over the years they've been getting into more...
illegal schemes such as slave smuggling and skooma? That would be
interesting for quests... The Grandmaster could be addicted to skooma,
or a massive drug dealer (or is that too similar to TES3?).
Arena, I'd always have liked it if you could play as an arena combatant
against wild animals... Or undead summoned with scrolls hosted by the
Telvanni... How about for a quest-line for the Arena Faction (if there
is any) you'll have to go to the home cities of each house and defeat
their challenges (rats, goblins, etc...) and then fellow house members
(not to the death). You then go to Vivec as a House Champion for a
final where each house has a single combatant to represent the glory of
the house. It will result in battles against tougher beasts (such as
Daedroth and Dremora Lords and maybe throw in some really nasty
creatures...) until one combatant dies. Then it is a tournament where
there are two matches, and both winners compete for the rank of Grand
Champion. Not sure how this would work for your Main Quest, but anyway,
just an idea.
For the Foreign Quarter, maybe Helseth's Morrowind could take over the
former Fighters' Guild quarters (I still think getting rid of the FG
was a bad idea...) as they are more... 'Foreign' and are also a bit
like the new foreign Fighters' Guild, except more evil and under
Helseth's direct control or something... The upper waistworks should
have more small stalls than in TES3.
For the Telvanni Compound, I'd suggest having a tower stick out of the
plaza... I never really liked the idea of a tower 'inside' a tower as
there was in Morrowind... I like the idea of a mini-mushroom forest...
Maybe on the ground floor of the Tower?
Somewhere inside could be the new headquarters of the Morag Tong! The
old one might now be used for storage or something, or a tomb...
I can't give you feedback on the Redoran Compund as you haven't written anything yet on it.
Dres... The idea for the girl and guy on different sides of the
political spectrum... Reminds me a bit of Romeo and Juliet... So is the
Camonna Tong in Hlaalu AND in Dres now? I'd have thought that they'd
have lost some footing after losing the Fighters' Guild...
Indoril, looking good... Have libraries and alchemist shops... A ward
would also be good and perhaps a Temple (even though it's a short walk
to High Fane, but people are lazy you know)?
High Fane and the Temple: Make the library a LOT bigger than it was in
TES3 (again, another personal dissapointment) and keep in mind which
books are banned and such... You should ask the devs if you could
import some books for the use of this mod, and put the illegal ones in
yet a new secret library (the old one is kinda well knows, so the
Ordinators moved it?).
Ministry of Truth: Make it bigger inside, and give the Grand Inquisitor a name perhaps?
I don't really get the purpose of the steam gate... Not to mention it'd
probably make the foundations of muddy brick start to landslide...
Instead, just a small outdoor box with a lever that controls the
magical barrier that blocks the doorway to Vivec or something...
I can't seem to remember where Jobasha lives (not to mention I didn't
read through ALL the characters, but I get the gist that most of them
are the same as in TES3) but he should be implemented, and should
probably have some interesting dialogue and stuff...
Again, I wouldn't be surprised if you wrote all this... How long did it
take this time? Either way, good job, again you are showing that you
are indeed dedicated to this project, so good job again!

I am thinking that there should maybe be like 3 riots in Vivec at different times...
one will be a Cammona Tong vs. Canal folk one, another is a Hlaalu vs.
Redoran one, and another might be a Telvanni vs. Mages Guild one... and
basically you are asked to find the source and you and Ordinators bust
in like a SWAT team and beat up the rioters as they riot

I just thought of something wierd... and off-topic, but kinda related to the whole defense of Vivic....
Idea: Statue of vivec outside the palace is actually the third
Numidium, and its going to protect the city, thus keeping the city safe
from any war that may occur....

I don't know the lore surrounding the creation of the ghost fence, but
with the other Tribunal gone, I doubt whether Vivec alone could achieve
this...
But that said, I don't know the lore as well as most of you, and I will leave these decision to those more qualified...

I like the sea defence platforms. They remind me a bit of LoZ: Wind
Waker. We will just *have* to include rowboats and ships and stuff,

If the platforms of the cantons are placed high enough in the water to
deny access by boat, then any defenders on the platforms would have the
advantage of height, a veritable army of ordinators and temple mages
would easily be able to destroy a ship assualting the canton. Vivec
needs no other defence, it already has the advantage by having a
resident force of skilled warriors and only a narrow point of access by
land. |

good point, I might just kill the sea-defense platform idea...
okay, I think Waffleman is not gonna return...
...wish he would, but o well, time to move on

the least I can do as a leader is plan things out
as for Vivec... he's very... bipolar
a warrior-poet... he's peaceful and warlike, depends... but usually
very one way or another... but he's the guardian of Morrowind in a
sense and watches over Morrowind's overall welfare...
but yeah, still workng out things for the mainquest and I will take his normally peaceful attitude into account
I was trying to plan out much of Vivec City, but I'll need help eventually, me and Waffleman got only so far...
thats why I made a poll to see what the concensus was for a Vivec City section

I personally belive you should expand the top of Vivec's Canton, as in
TES 3 his so called "Palace" was worst than most shacks! He should also
have, what I like to call, His Hand Guards able to rival the awsome
power of the now retired, Her Hand Guards.

Thanks, I thin kthey armor color should be a Bland gray with the Golden
Hand emblem, to represnt the rugged (and some tiems bleak) lands of
Vvardenfell.

In regards to the His Hands idea, to quote Nalion from the official forums (http://www.bethsoft.com/bgsforums/index.php?showtopic=707530):

they're just those Ordinators who were unfit to be used in service to
Almalexia herself.

The reason of the Ordinators being in Vivec is that they are a gift to Vivec from Almalexia.

Rumours have it that Vivec didn't like it one bit but didn't want to
cross with Almalexia either. Guess what it represents when a girl sends
a few guys to watch a boy. The Ordinators are not Vivec's but
Almalexia's. Vivec has his own, the joyous warrior-lovers, the Buoyant
Armigers and by their nature, they are quite the opposite to the solemn
Ordinators.

In light of that, if Vivec were to have any sort of close guard like Almalexia's Hands they'd need be to the Buoyant Armigers?

I have two main suggestions regarding Vivec City:
1) Foreign Quarter
--- In TES3, the Foreign Quarter was just a place where all the
Imperial guilds were and where you could buy most things found in the
game. What I imagine a more interesting FQ is a place where you could
buy armors, weapons and all sorts of things from all over the Empire.
Expensive Wayrest wine, cheap tunics from Orcrest, fine linens from
Alinor and so on. You could buy these only from merchants in the
Foreign Quarter and would be random to find in merchant's inventory.
When the other Beyond Cyrodiil teams start getting their random loot
and items created this part would be easy.
---If you use the mod Morrowind Comes Alive, it adds randomly spawning
travelling merchants where you can buy expensive and rare items. I'd
personally like to see this idea implemented along with my previous
suggestion where they would be a primary source of finding foreign
goods.
---I actually got this idea while waiting in the supermarket: How about
somewhere in the FQ, there could be a "Black Horse Courier" with many
different newspapers for foreigners to tell them about what is
happening all over the Empire? Rebellion in Black Marsh put down?
Gortwag and his Orcs at it again? Reachmen wanting their
own state? You name it. You could add it into the NPC's schedules to
visit their headquarters once and awhile to pick up a copy.
2)Harbor
---Bigger. More ships. More activity.

Vivec is like the U.S.A or Switzerland Why? Look at it. All of the 3
Vvardenfell houses keep their treasures there as it is Temple/Neutral
ground is also a huge business city. The Houses also have armories
there that cannot be raided by other houses for fear of arrested. They
can easily build their armies and fund their pockets without the fear
of starting a war.

those are good idea. I make a similar assumption of the Foreign
Quarter, it is a sort of big international bazaar sort of thing. I liek
th etraveling merchants idea... however the harbor... I don't think it
should be THAT big... Ebonheart has sort of succeeded the role of
Vvardenfell's super-port... but expanding Vivec City's dock is a good
idea

Pretty much correct... add to the the fact it is a holy city, and
guarded by a relatively large Ordinator defensive force... and all the
superstitions about Lie Rock... with everyone's money and a few top
nobles/important people... no one who is sane or part of mainstream
society would dream of invading Vivec... |
