Balmora Guard Office
Phynicus Melanius(new npc) now professionally trains the Hlaalu guards
of Balmora, making them quite efficient. This Hlaalu tower contains 6
beds, some arms, a temporary cell for a caught criminal, and records
and documents. There are five guards here, one is always guarding the
office, another the Armory, and then the other three guard patrol the
garrison and around the Temple. The guards should be pretty tough for
the player to tangle with. Phynicus Melanius Sounds like an Imperial
name.

The exterior does not need to be assembled. Add some unique dialogue and full AI. Place a northmarker somewhere in the cell.
Create a new interior, position the first piece of the tileset at X, Y,
Z = 0, 0, 0. Use snap to grid (32-64) and snap to angle to create a
basement etc. from a tileset.
The photos are for creating the interior with the tileset make sure you
take notice of any window placement. No resemblance of decoration is
needed.
