even his greetings and the rumor topics.

I guess some might prefer it the other way around but I'd go for genuine character every time and although the Irish accent here is not quite as authentic as it might be, it is nonetheless a voice filled with character. After all, Sheogorath's slight Irish inflections were indispensable in terms of making that mod memorable.
