If you think it is too small I will try to write some more.

I would recommend separting out no 4 into two separate sentences. It is never a good idea to put two different ideas into one sentence. Number 1 should perhaps be two separate commands as well. If only because it is possible for the commands of Zasu to conflict with lower ranking superiors.

some parallel structure would really help to make it look like a cohesive document. you should also arrange rules in order of importance: being seen drunk in public is probably not as important as respecting your elders.
