I think that there is a large rif with fog around as a result of which no boats can there pass like in kingkong. for the mainquest you can take a boat wich to (some place) and the that then way is stuck lost to be touched and this way in the rif and then you must with a couple surviving find out where your are..
thats my thought. =) ( I used altavista for making this text so it cold be gramaric not correct)

Considering that Pyandonea would be the continent that actually HAS mists like that, I don't think that it should be done for Aldmeris.

So there are still the possibility of reefs - might be the prevailing ocean currents are very powerful - some push ships away from the area and if you get past those there is another set that push you into the reefs - not sure if it could be done in-game so maybe a book is needed...

Another thing that has not yet been done in ES are giant sea monsters - kraken anyone?
