?The Kingdom of Daggerfall ? The Kingdom of Daggerfall is arguably the
most powerful kingdom in High Rock at this time. It is a major rival of
Wayrest in the Iliac Bay region, though its capital does not lie on the
bay itself (indeed, it is a running joke in Wayrest that Daggerfall?s
placement was due to its founders, Nords, being too stupid to know the
significance of the Bay). Until the recent marriage of Prince Camaron
to the princess of Camlorn, Daggerfall was essentially alone in the
Iliac Bay region, though it is not at odds with the Kingdom of Sentinel
to the south, in Hammerfell. It is ruled by the aging King Gothryd and
Queen Aubk-i.
The political structure of Daggerfall consists of three primary branches:
The council of Nobles consists of 15 Landlords with titles, 8 of
which are the richest landlords in the land and the other 7 are
personally appointed by the king. The council of Nobles does not hold
any evident political power; it acts as equilibrium between the other 2
councils and as an intermediary between them and the King.
The City council acts as the main legislative branch of the Daggerfall state, it consists of:
1. The City Mayor
2. The City High Dockmaster
3. The Daggerfall Army Captain Commander
4. The Commander of the City Watch
5. The Head Librarian
6. The Alchemy and Science Curator
7. The High Priest
8. The Court Wizard
9. The City Judge
10. The Head of the local Fighter?s guild
11. The Head of the local Mage?s guild
12. The Grand Chancellor
13. The Head of the Fire House
Each of the abovementioned may choose one more representative from the
city, who is a citizen, is not in poverty and does not deal in any
dubious trades. The king also has the right to appoint the ?Chair of
the City Council?. The ?Chair of the City Council? may choose 2 more
representatives. Each of the Lords from the Nobility council may also
choose a representative in the City Council, totaling out the amount of
representatives at 43.
The Community council is the secondary legislative branch of
Daggerfall, which consists of two representatives from every village
community and three from every town community in the land. Licensed
merchants and crafters, who pay an annual Community Fee, may also take
part in the proceedings. The Community council holds no representatives
of the King, the city, or the nobles. The amount of representatives in
the Community council may vary.
When the City and Community councils vote on something and reach a
decision, the Nobility council has to approve that decision by a
majority of votes, and then the King has to sign the documents for the
decision to take effect. The King has right of veto over any decision
approved by the Nobility council, but the Nobility council can ignore
the veto by reaching a unanimous decision to do so. If a decision in
the Community council receives an equal amount of for and against, the
King has the right to choose either way. If any decisions conflict with
each other between the City and Community councils, the Nobility
council has the right to decide which decision is to be voted on. If a
decision is declined one way or another, it is not to be brought up for
another three months, unless the King says otherwise. Council meetings
are held once every two weeks or when the majority of members decide to
hold a meeting. The king has the right to deny a council member his
status for as much as three sessions in a row.
It has to be pointed out that the political structure of Daggerfall is
organized in a way that although the Councils make all decisions, the
King has an intricately woven system of leverage granting him complete
control over the Council of Nobles, which in turn gives him power over
the City and Community councils. Basically the King still is in
complete control over his lands and the councils mostly act as shields
against public criticism.
b) Land structure:
The city of Daggerfall and its outlying countryside fall under the
jurisdiction of the city authorities. All peasants and production
within that area officially belong to the city and the king personally.
All peasants and production pay a monthly tribute of 1/3 of their
production (merchants pay half of their monthly takings) value during
that month. Peasants in poverty are released from the responsibility to
pay tribute.
Most of the land of Daggerfall is divided into several fiefs among the
most influential Noble families of Daggerfall. Each family owns a
certain amount of farmlands and peasants and a manor house squarely in
the middle of their farmlands. Some of the wealthiest families own
forts instead of manor houses and have attracted small towns to be
build around their walls, these towns pay tribute to their lords. The
families have right to collect tribute from their farmlands of up to
50% of the production values in money, grain, vegetables or meat.
Titles and farmlands are given to the families by the king in return
for military, political and economical support from the nobles.
Larger towns and small cities within the borders of Daggerfall do not
yield to any lord and are ruled by Chancellors appointed by the King
and approved by a majority in the Council of Nobles. These towns and
cities usually have their own city guard and small standing military
garrison. Each town owns a small amount of farmlands to be able to feed
itself and no more than that. The towns pay yearly tribute into
Daggerfall?s treasury.
c) The Military
The Daggerfall military consists of three major forces: the standing
army, the Knights of the Dragon, and the House of Daggers (working
title).
The standing army is the major military force of Daggerfall and is
complemented from the population of the city-state of Daggerfall itself
and recruits from the population under the Landlords. Service in the
army is obligatory and cannot be avoided. During recruitment a maximum
of five men can be chosen by the Lord or his men from every 12
households in a village, and a recruiter (an unpopular, but well-paying
job) works in cities and towns to choose the men. Recruitment usually
takes place every 3 or 4 years and whenever there is a shortage in the
army. Men 20 to 30 years of age are picked out and sent to the city
Daggerfall itself for training in boot camp. After boot camp, the
grunts are commissioned to different towns and cities in Daggerfall
where they receive further training to become professional soldiers.
Sometimes the more able of soldiers are requisitioned by the Knights of
the Dragon as foot soldiers and fortress guards. Some soldiers, noted
for their natural leadership skills, are sent to the Daggerfall
military academy to become officers. Volunteers are common in
Daggerfall since service in the army is a well-paying job with
perspective. Service in the army is a lifetime job with month-long home
leaves every year. After 7 years of service the soldier can choose a
garrison with troop deficiency to be re-stationed at throughout the
land.
The Daggerfall army Captain Commander is the highest commanding rank in the army.

The Knights of the Dragon:
Description: the order of the Knights of the Dragon is the oldest and
most traditional order in the province of High Rock. They are sworn to
protect King Gothryd and to follow his every command, and they will
protect Daggerfall?s territory with their lives. The Knights of the
Dragon adhere to a strict code of honor and tradition, reflecting the
nature of the kingdom itself. It upholds traditions with almost as much
righteous zeal and unwavering conviction as they display during battle.
Only the most worthy of knighted nobles are awarded the Knights of the
Dragon order crest and are given a full knight position in the order.
Any illegal, dubious or disgraceful behavior is not acceptable in a
member of the Order to the point of a death warrant being issued to the
other knights of the order (for murder or treason). Any other illegal
activity (including theft, assault and brawls) means immediate and
permanent suspension from the order.
Structure: the order consists of the ?Magistrate?, the ?Assembly of Knights? and the ?Hall of Soldiers?
Magistrate: Consists of the Knight Dragon Grand Master and four Knight
Commanders of the Dragon. This body makes all the decisions in the
Order. The Grand Master position is a lifetime one and cannot be
resigned or passed on while the current bearer of the title lives. The
Knight Commanders are the top-most field commanders in the order, they
issue orders to other Knights and command the forces during large-scale
operations.
Ranks:
Aspirant, Squire, Gallant, Chevalier, Keeper, Champion, Knight Errant,
Knight Bachelor, Knight Protector, Knight Lord of the Dragon
Pros:
Access to some of the best equipment in the province (with a unique
suit at the top of the rank ladder), high payment and a position in the
Order magistrate at the end.
Cons:
Are hard to join and need the most faction standing to go from rank to
rank, very little freedom and possibly even time limits on most faction
quests (but that last one is improbable). Difficult to take part in
illegal activities, you get expelled immediately and permanently if you
do anything worse than theft.

To be more tactful than DA, for once.
Thus far, only core members have been permitted to claim
kingdoms/cities. Gyssar already has Daggerfall, DA has Evermore, Braggi
has Jehanna, Ku has Orsinium, and I have Wayrest.

DA, could you keep it a BIT more civil and just explain that Daggerfall
is already largely being developed by me next time somebody asks?
Sorry IAMTHEEMPEROR, but it's already under way, so I don't think we're gonna switch ownerships in the middle of development.
But you're welcome to donate on this city-state and all your ideas will
be considered, otherwise you can help out with the development of the
other claimed city-states, if the corresponding core members aggree
(for the list of claimed states go here)
