Maybe we could have a trade federation where there is say like a guildhall/certain shop in each city under one flag like a company almost selling goods/services. Ranks could be like Retainer something something Merchant Overseer Viceroy GrandViceroy now these are just raw Ideas but I think the Viceroy and GrandViceroy suit to the Trade Federation Idea quite fine.

Here's a couple of thoughts on the Trade Federation. Not from Lore, just observations, so winnow and discard as desired...

1. Trade Ties: Skyrim and Hammerfell are the closest, so they'd likely be the biggest influences. Both are physically larger too, providing a bigger market.

2. Trade Transport: Caravans, most likely, with sleds and winter gear in frequebt use. (Dog sled teams anyone :D ... Better beleive that was a joke...) We have a hump of mountains near the centre of the province around Shornhelm and then patches of like terrain to the east around Evermore, Farrun and Jehanna, along the Skyrim border. The west would likely use foot, horse back courriers and carts.

3. Trade Goods (These may or may not be things useful as details in stories, quests and similar.)

- At a guess, High Rock would likely export metal from mining (What types though... Vvardenfell has ebony, glass and dwarven metal sources or mines. Perhaps Mithral? Adamantium?)

- Some furs, local alcohols, perhaps goat and sheep products (cheese, wool, fabric, meat).

- Unique herbs would be another export, along with rarer gems (what kind of deposits in the local mountains?)

- Coastal area would sell fish, animal oils, pearls, mother-of pearl. Fish would be salted (are there salt mines and salt deposits in HR?) Might even be a market for rare seaweeds as alchemic components.

- Likely some grains and fruit from the western portion of the province

- Imports would include manufactured items (tools and such made from raw materials), unique woods, herbs, clothing.

Intangibles

High rock has got to be one of the magical knowledge capitals of Tamriel. Druidic lore, magery, that sort of thing. They'd sell knowledge in the form of unique spells, books, magical items. They would also be a source for new ideas in these areas, along with lots of experimentation, ritual creation and new methods of doing so.

That's a start. Now, whatever would work from this list could find its way into the culture, architecture and history of the people, along with the quests and such we want to write. There's no need to limit just to these ideas... Tamriel is huge. but it would likely form some of the local framework as the province and empire have evolved.

I'm liking most of those ideas, but keep in mind that a lot of food would not likely be exported. The Iliac Bay is incredibly populated, they have to work to feed themselves to an extent. Wayrest and Daggerfall are the obvious trading superpowers of the province, though, and there would be some inter-provincial trade. I think Wayrest in particular should have an abundance of imported goods from other provinces, really. It seems to suit it.

For trade between kingdoms, perhaps there can be certain sanctions where to take the goods from one to another they have to get a writ, and in times of friction this can be harder than it sounds.

As a connected point, the trade federation could also be a place where modders who create their own sub-mods add things after the major work is completed and released.

One example from MW: Someone came up with navigable boats for MW and had his rowboats, ships and repair tools for sale from the East Empire Company. (The idea was brought into OB as a fan mod as well, but I'm not sure how it was set up and distributed in-game - may not be germaine to the thread topic.)

You could use them for special furnishings mods and the like as well. I use the Imperial Funriture mode for vanilla OB, as one example... gives a bit more choice and a way to personalize the world/surroundings in a small way.

I know I sure enjoy these sort of things. Others must too and it would give High Rock fans a way to ge their hands into things... but that is also a ways down the road.

Rather then double post, I thought I'd just add this in as well. In DF, the commercial districts were usually laid out in circular areas including stores and inns. Perhaps retaining this and adding a trade federation building in some of the larger cities and a small office in smaller regions might be possible? Could also simply have a representative in small places, someone who runs an inn or general store or as well.
