Heres some Ideas we can brew on for what cities are aligned to another
and which are at war or on the tipping point to conflict.
Daggerfall is allied to Camlorn and Sentinel even though Sentinel doesn't matter.
Wayrest is allied to Orsinium and is having local skirmishes with Daggerfall.
NorthPoint and Evermor are also having skirmishes over borders I
believe Northpoint vs Shornhelm and Evermor vs Jehhana or Farrun.

Northpoint and Evermore are somewhat at odds with one another, and
claim control over Shornhelm (in North Point's case) and Jehanna/Farrun
(in Evermore's case), but the smaller kingdoms are trying to kind of
break away.
Daggerfall's 'alliance' is more of a 'ceasefire' in terms of Camlorn.
They may be trying to secure a full-blown alliance, though, since
they're facing off against Wayrest-Orsinium.

A quick question for clarity, if I might:
Are these ideas fueled from information (pocket guide, lore, what have
you) or are they pure inspiration? Either way they're great, I'm just
really curious.
One thing we should do is figure out how to develop the seeds you have
created here into a background/backstory to help fill in the local
rumors and news. It could add flavour to the various main questlines
too. Hearing people talk about about it or reading references would add
something for certain.
That throws open another connected idea... has anyone thought of the
main mode(s) of communication in HR? There was the BHC in Oblivion.
Would HR use a paper, or would they use notices posted on walls? For
that matter how common is reading HR... mayhaps they would use public
criers and heralds, as was done in the dark and middle ages...?
(My personal thought is that criers and the like would add a lot of
extra work in the voice acting department, but it would be neat if
do-able.)

A lot of it is from the lore. As much of it as possible. Then we have
to fill in from there. As for the news thing, I don't know. Haven't
thought about that much. For rumors, I'm sure we'll be incorporating a
lot of them into our demo town, if we do one.

Well, I don't know, I was thinking of having Sentinel ambassadors in
Daggerfall and a couple of soldier platoons sent from Sentinel to
Daggerfall's aid if things get messy between it and Orsinium-Wayrest.

Here's a breakdown on one set of Kingdom alliances...
If Skyrim is willing, I could see ambasadors from that province in
Farrun and/or Jehanna. (I can't speak for Farrun, since it is not
claimed at this point, but thought I would put the suggestion out there
for future consideration.)
Regarding Jehanna, as mentioned in the design proposal, it is covertly
aligned with Orsinium and Wayrest. There are also ties with the
Reachmen who cross the Skyrim High Rock border regularly.
As far as Farrun goes, tentatively I have the two cities (Farrun and
Jehanna) on a bit of a teeter-totter relationships. They squabble over
their mutal border on occasion but ally against any joint threats.
Finally, as co-ordinated with DA, Evermore is a known firction spot as
well. Evermore claims overlordship of Jehanna, but really has little
effect on the day-to-day running of the city and territory.
Any holes here that need filling or mistakes I've made?
