Farrun
This city has some Lore associated with it, hinting at a long
history and a presence in Imperial affairs stretching all the way back
to the First Era. Farrun seems also to have a long-standing rivalry
with Solitude in Skyrim and was quite possibly very resistant to the
Nordic incursions during the War of Bend'r-Mahk as a result.
Facts
- Port city on the Eltheric Ocean
- Is actually slightly further north then North Point, making it the northernmost city in the province.
- Only one major city in Tamriel lies further north then Farrun - Solitude in Skyrim.
Lore
- 1E 2920: King Storig of Farrun aids the Imperial forces in their attack upon Morrowind, marching in the vanguard of the Imperial army.

- 3E 120:
King Llermo of Farrun has a daughter at named Princess Rakma. The
princess is considered for marriage by Uriel Matiarco, who would be
later crowned as Emperor Uriel Septim III. (Although the marriage is
implied, it is not confirmed in the source material.)

- Late in the Third Era:
(Exact date unknown, but it is after 3E 246, which is the only date
given in the reference material - any cross references to ascertain a
date would help out a lot here.) The King of Farrun lays siege to the
Count of Cascabel's empty castle, Cascabel Hall, near Solitude in
Skyrim. The siege lasts four months and finally ends in a truce with
the forces of the King of Solitude.

TES1 Proto-Lore
Note: In TES1, similar to North Point, the harbor area of the
city does not match the contours of the coastline it is on. Thus the
map has been rotated 90 degrees clockwise to correct it.
- Weather is always quite foggy in summer and very snowy in winter.
- Basic city layout is very unremarkable.
- Mage's Guild is very small - one of the smallest (if not the smallest) in all of the major High Rock cities.
- One gate into the city, in the east wall.
- Palace is in the south-west corner, off the south city wall, overlooking coast of the Eltheric Ocean.
- Town square appears to be arranged around an inn named the White Galley.
- One of the temples is named The Order of the Red Rose. (A possible reason to make Dibella the city-state Goddess?)
- When you enter Farrun in TES1 the following welcome message appears: "The northern port of Farrun welcomes you into her icy hold. Feel not the bite of our winter, nor the edge of the wind."

That definitely looks like the type of terrain we want.
(I'm tempted to ask you to add these to Lady N's "Inspiration" Thread over in Concept Art too.)
