'Wayrest, Jewel of the Bay'
-Run by Queen Elysana, the Breton daughter of the late King Eadwere and Queen Carolyna.
-Queen Elysana is the step-daughter of Queen-Mother Barenziah of Morrowind, and step-sister to King Helseth
-Wayrest has an absolute monarchy
-Queen Elysana has two children by her royal consort
-City lies on the mouth of the Bjoulsae River
-Major trade port
-Arch-Rivals of Daggerfall
-Strong alliance with Orsinium
-Keeps several advisors
-Keeps a representative of Orsinium
-King Helseth and Queen-Mother Barenziah are banished from Wayrest.
-Queen Elysana is called ‘the New Wolf Queen’; she is powerful,
paranoid, utterly ruthless and very, very smart. (Plays the part of a
‘blonde’)
-Has the second largest mages guild (tied with Daggerfall), slightly smaller than Shornhelm's
-Due to the ties with Orsinium, I think it would be safe to say that a
temple to Trinimac would be just outside the Wayrest gates.

Relations with Other States
Daggerfall - Bitter Rivals.
Orsinium - Very close alliances to make them nearly 'superpowers' in the Illiac Bay. Trading partners.
Jehenna - Viewed as pretty much nordic savages.
Shornhelm - Due to the fact that it's being run by the Septim
line, Wayrest has quickly secured a relatively strong alliance with it
(in the hopes to gain even more favor of the Septims).
Camlorn - On good terms, although a slight 'behind the curtains'
competition between the two to see which is the better city (as Camlorn
is the Jewel of the West, and Wayrest is the Jewel of the Bay)
Evermore - On good terms
North Point - Mostly viewed as a patch of land, no actual contact.
Farrun - They are on good trade terms (since members of each city dock at the other city's ports), but not allianced
Knights of the Rose
-Knights are less bound by ceremony than their counterparts of Daggerfall
-Rivals of the Daggerfall Knighthood
-Due to lenience on ceremony, mages have integrated themselves into the order
-Center of operations is Vermeir
-2 Knight Lords of the Rose, under the Captain (stationed at Baelton and Thorvale)
-4 Ranks: Agent, Knight Errant, Commander, Knight Lord
-At the rank of Commander, player receives a detachment of 2 NPC’s to aid the player (you can take one at a time)
-At the rank of Knight Lord, player’s army is changed to detachment of 5 NPC’s to aid the player (you can take one at a time)
-To be promoted to a Knight Lord, you must apply directly to the
Captain himself, and have Queen Elysana’s approval, a title is also
needed.

This looks very good.
I look forward to the rest.
One idea that occurred to me, which you may or may not like to use, is
that whilst Helseth lost the fight with his half-sister and fled to
Morrowind, given what we know of his character from Tribunal he's
unlikely to have given up. There's certainly no way he would let his
deadly enemy rule all of High Rock. To balance her alliance with
Orsinium, perhaps Helseth has started sponsoring her enemies in
Daggerfall? |

I'm still looking over the information here Tabber, but on the whole, I think you have a very good start here.
I agree with Deeza's point so you may want to look that over.
I'll also have some input for you regarding the city layout from TES2.
I would rather we use the in-game map from TES2 over TES1, since it is
a bit more complex and has better details. Finally, I have some screen
shots of Wyrest Castle to add as well - both the top-down map view and
some 3D images of the castle grounds.
One note about TES2 cities - just as with TES1 they were simply big
rectangles. The random generation of houses and business sections was
better organized,but it was still pretty simple.
You may want to see about creating and scanning a concept sketch (in
pencil) of the city layout based on the description you've given above.
If you can do that, after you get all the input you want, we can post
it.
Last, but not least, I am open for business as a heraldry designer.
Feel free to post your specifications for the heraldry and I'll fire up
Photoshop to get you a prototype created - then I will refine it as
best I am able to within my abilities.

That sounds interesting, but I can't see it being really useful for
him. Like, it would be kinda pointless would it not? Daggerfall and
Wayrest are not in an open war really, so its not like he'd be funding
their troops or anything.
I could see him trying to impose an alliance, so one might see a group
of his most trusted there in Daggerfall, and making trading deals n
sorts.

lol, that would be pretty funny actually if he did. Although it would
cause a bit of an uproar in daggerfall heh. But yeah, that sounds good,
just as long as he isn't going too far out of his way to support them.
He would probably have spies in Wayrest too (or even not), and you may
have to root them out or find out if he is getting info from Wayrest
(Not with the ending of the Syl's quest in Dementia, but you get the
idea)

Great! Looks good.
Currently have the Knights of the Rose finished and all that stuff as
well. Will add it here as soon as I find my D Link thingy... or
something like that, not sure exactly what its called. But yeah, just
so you know I'm not just sitting around pickin my nose here

This is my concept of the people who live in my wonderful town! Names
are just concepts so if a better one comes along, it will be changed.
This is the same w/ the names of the shops and such. Feedback
appreciated
1) Castle Square
Wayrest Castle
-Queen Elysana, Breton, Female, Just Below Middle Aged Queen of
Wayrest. 'New Wolf Queen', powerful, paranoid, ruthless and very smart.
-Karethys (Suitor), Dunmer, Female, Young Court Sorceress to Queen
Elysana. She apparently was a mistress to King Helseth and is in the
Mages Guild (which may be good for people who are also in the Mages
Guild). She is a good NPC and rely’s on her ‘heart’ moreso than her
head. She is heartbroken that her lover, Helseth, has left her to
become King of Morrowind, her homeland. All of the people that were
‘friends’ with her have left (Morgiah to become Queen of Summerset
Isles, Barenziah to become Queen-Mother of Morrowind), so she feels
alone. Since her ‘friends in high places’ have left, she has watched as
her influence began to dwindle and now has the choice to either marry
someone who has solidifed their standing within the court, or watch all
she worked for fall to pieces.
-Lord Darkworth, Breton, Male, Middle Aged, Noble. He is the head of
the Knights of the Rose, as well as an advisor to Queen Elysana (for
military matters mostly). Holds high standing within the court of
Wayrest.
-Telandriel, High Elf, Male, Middle Aged Advisor to Queen Elysana. He
could be a possible suitor. Originally from the Summerset Isles.
-Cecilia Boleyn, Beton, Female, Young Handmaiden to Queen Elysana. She
is a close friend to Elysana and doubles as an advisor to her.
2) Cumberland Square
a) Rich Merchant Families
Cumberland Family
-Francis Cumberland, Breton, Female, Old Banker. Very boring
personality. His family gained enough wealth from trading, that they
decided to go into banking and now lend money to the various merchants
of Wayrest, and some of beyond.
-Margaret Cumberland, Breton, Female, Old Noble. Snotty (thinks she’s
better than everyone), but not openly rude. ‘Read-Between-The-Lines’
nice (example for when you marry, it’s nice to see you were FINALLY
able to marry someone).
Gardener Family
-Albert Gardener, Breton, Male, Old Noble. Wants to continue the line
of the Gardener family. Very wealthy, but has told his son, Veric, that
to get his inheritance, he must marry before Albert and Elanor die.
-Elanor Gardener, Breton, Female, Old Noble.
-Abel Gardener (Suitor), Breton, Male, Young Noble. Sole heir to the
Gardener family business and treasury. Must marry before his parents
die to qualify to inherit the wealth. He may want his parents removed
after he does marry. ‘Spoiled Rich Kid’
-Marcello Ratorius, Imperial, Male, Young Hired Hand for the Gardener
Family Business. Moved to High Rock to seek his fortune as an
adventurer, but having failed (and without the funds to move back and
marry his fiance, Cinda Allelius), he has stayed to work until he may
have enough money to go back and marry. He is the person you buy/sell
to.
b) Guild
Mages Guild
-Aldric Marell, Breton, Male, Old Sorceror and Current Leader of the
Mages Guild. Wary of Lamia, Mormon and Empusa, but is unable to prove
they are breaking the guild’s rules.
-Elsenra, High Elf, Female, Young Sorceress and Associate of the Mages
Guild. She left the Grey Robes of the Summerset Isles to train in the
Mages Guild after a dispute with the leaders of the Grey Robes.
-Lamia, Breton, Female, Very Old Witch and Associate of the Mages
Guild. Sisters with Empusa and Mormon. After being cast out from their
previous order, they sought to continue their practices in the Mages
Guild. Cunning and wicked, moderate make-up. (Young at 4PM, Very Old
again at 12AM).
-Mormon, Breton, Female, Very Old Witch and Associate of the Mages
Guild. Very smart and loyal (to Lamia and Empusa, noone else), no
make-up. (Young at 8AM, Very Old again at 4PM).
-Empusa, Breton, Female, Very Old Witch and Associate of the Mages
Guild. Gulliable and crazy, lots of make-up. (Young at 12AM, Very Old
again at 8PM).
3) Lower District
a) Shops and Services
Mortar n’ Pestle (Alchemist)
-Rilas Telvanni, Dark Elf, Male, Young Alchemist. Snotty and self-centered. Has a twisted sense of humor.
The Armored Wasp (Arms + Armor)
-Nemind Mirel, Redguard, Male, Old Armorer/Shopkeeper. Good sense of humor.
Imperfect Speakers (Book Store)
-Ciene Bracques, Breton, Female, Middle Aged Shopkeeper. Very ‘librarian’ like.
Menlo the Magnificent’s Mystical Wonders (Fake Magic Shop)
-Menlo the Magnificent, Breton, Male, Very Old Shopkeeper. He sells
cheap and useless ‘magic’ items. He praises his ‘newfound’ magic
techniques and items.
White Rose (Florist)
-Eletta Berné, Breton, Female, Middle Aged Florist. She is ‘good looking’ for her age, and runs the florist by herself.
The Broken Door (Thieves Guild) (Furniture/Carpenter/Fence)
-Sabrinda Quarni, Imperial, Female, Old Furniture Saleswoman. She is a
widow, and since she ran out of money, she now sells furniture. She is
in cahoots with Ugthar and Tashara. A lot of the furniture she gets has
previously been stolen, she changes the look of it, and resells it.
-Ugthar Gro’Marga, Orc, Male, Middle Aged Carpenter. Ugthar makes
doors, as well as can install the locking systems. He always keeps a
spare key, which he gives to Tashara. He is the brawn of the
organization.
-Tashara, khajiit, Female, Young Fence. Tashara gets the keys from
Ugthar and scopes out all the potential houses for which is most
profitable to rob. She and Ugthar both go in and rob the houses. Ugthar
grabs the furniture, while Tashara goes for the family’s heirlooms.
The Corner Store (General Shop)
-Fernand Ephien, Breton, Male, Middle Aged Salesman. His first wife
died tragically (suspicious circumstances?), and he remarried.
-Sosile Ephien, Breton, Female, Young Wife of Ephien. Pleasant personality.
Gerodic & Frisley’s Arts and Craftings (Painters + Sculptors)
-Gerodic LaBraune, Breton, Male, Young Painter. He is Frisley LaBraune’s identical twin brother.
-Frisley LaBraune, Breton, Male, Young Sculptor. He is Gerodic LaBraune’s identical twin brother.
Noble’s Leisure (Tavern)
-Thetri Tailas, Breton, Male, Old Shopkeeper. Pompous
-Mabrel Tailas, Breton, Female, Old Barmaid. The stuck-up wife of Thetri.
Fighters Guild
-Mogat Gashel, Orc, Female, Warrior and Head of the Local Fighters Guild. Rude, and angry.
-Farmin, Redguard, Male, Warrior of the Fighters Guild.
-Gerrad, Wood Elf, Male, Archer of the Fighters Guild. Very well educated, self-righteous.
Temple
-Nothing as of yet
b) Families/Houses
Castellian Family
-Aaron Castellian, Breton, Male, Young Noble. Due to the recent death
of his parents, Aaron has married and now lives a life of luxury, since
he now has no brother to split the inheritance with.
-Agnes Castellian Breton, Female, Young Noble. She is far more mature
than Aaron, and constantly has to stop him from spending all of their
money. She is ‘down-to-earth’ in that almost annoying way. Very
factual, and ‘to-the-point’. Plain looking.
Petit Family
-Morton Petit, Breton, Male, Old Noble. He is the father of Maria, and
husband to Cecelia. A very smug and ignorant man and lacks foresight.
His number one priority is to marry off Maria to increase his status
and wealth. He is a very poor noble.
-Cecelia Petit, Breton, Female, Old Noble. She is wife to Morton Petit,
and mother of Maria Petit. She is the ‘brains’ of the family. She has
convinced Morton to put all his money into Maria, so that she may look
the part of a higher class noble and possibly marry a rich suitor, to
save them from their financial troubles. She is greedy and shrewish.
-Maria Petit (Suitor), Breton, Female, Young Noble. She would be of the
Petit Family, which has been decided to be in Wayrest. She would have
little to no morals and would merely be interested in increasing her
status and wealth. She would probably require you to marry someone
else, have them killed off, and marry her. She is fairly similar to
Queen Elysana (paranoid, ruthless), but she lacks the intelligence. She
follows her mother’s orders. You would have to ‘win over’ both her
mother and Maria to marry her. ‘Gold Digger’
