there are lots of those in finland , estonia , scandinavia if I'm correct..

We could do a sauna, some of the effects in the CS could probably be used for steam.

I like this idea. I think varying locations though; basement of a
tavern seems like a neat idea for one. What about a sort of natural one
in a cave too? That could be cool. Not all caves have to be dungeons,
this is something Oblivion seemed to forget for the most part. I
remember caves in Morrowind which were NPC 'non combat' type locations.
