I am starting to work on the healdry for each hold of skyrim.
These will be designed for the round sheild. The only npc's that will
carry such a sheild is the guards of the holds. These sheilds can also
be found in the main holds dinning halls walls as decorations wich was
a custom of the medevial time period of our own world. this was done to
show respect and honor to the visiting dignitaries from around a
kingdom. As for windhelm Rodan and I discussed this issue and have
reached an agreement that is satisfactory.
now my question is this does the current lore by betheseda indicate a
heirachry of sorts between the holds themselves ?. I cant seam to find
any such a refernce so far.

I would say there is no hierarchy. The lore indicates that tehre is no
fixed nobility structure in Skyrim.For the Riften main quest I invented
the title of 'Baron-King'. In more remote areas chieftains or a moot
could rule. But I don't think any Hold dominates the others. But I
don't even know if there is a King of Skyrim....so don't aks me...

Historically each hold had a king with one King who was basically in
charge of coordination between all 9 holds and was in communication
with the Empire. Many of the Skyrim minor kings were also related to
the Tiber Septim line. Cephorus II was one of these minor kings
although the actual hold he came from was not noted.
What I envisioned for Skyrim "nobility" was a bit different than the
Imperial view. While there are indeed "nobles" (ie: landed castle or
manor holders) they would have no more say in the moots (council
meetings) than any other Nord citizen. If a noble cannot convince his
people that one course of action is correct, perhaps he'd better
rethink his plan. lol
If a hold's King dies without a clear and direct heir then the Moot
would determine who is best suited to take the throne. This was settled
long ago during the War of Succession (a dark time indeed for our
people). It has worked well for the most part with Skyrim Kings
generally being the "best of the best" so to speak. It does tend to
keep the ruling "line" from becoming too comfortable and weak.
There was an Imperial law enacted a very long time ago that shook up
the Imperial nobility very badly yet seems like a logical thing to
those who live in Skyrim. If a castle or manor was abandoned by its'
Lord (Thane, whathaveyou) and was hence occupied by someone else, after
3 months of continuous occupation, the hold became the property of the
person inhabiting it. This did not mean that if a king went to war he
lost his throne! If a king AND all his people deserted a hold then
anyone who could inhabit it for a period of three months or more became
the rightful owners.
The reason the Empire saw fit to enact such a law was simple.
Historically several Lords and all their people fled their lands to
avoid a conflict. In one famous case the Lord hired mercenaries to hold
the castle after he and his people had fled. He then basically forgot
about the mercenaries (and his promises of supplies, etc.) and waited
for the political climate to cool off before returning. When he
returned with his court several months later he was amazed to find the
mercenaries (few left indeed) had held out those long months and were
near starved. He at once tried to evict them from his hold to reclaim
it.. and charge them for eating the fruits from the orchards, etc. The
leader of the mercenaries, being a little smarter than the old Lord,
cited the new Imperial law and as a result, the hold is still in the
hands of his children.
I always thought this result was the best since the old Lord had
basically tucked his tail between his legs and fled. Not what those of
us in Skyrim would call leadership material!
In a land as harsh as ours though, it is not unheard of to find a
village or town decimated by an extremely harsh, over long winter, or
by attack of the marauding monsters that have haunted our peaks
forever. It is only sensible that buildings whose owners have perished
become the rightful property of anyone brave enough to move in. (Also,
any Nord noble who fled a fight would not survive his public opinion
poll for very long anyway!
)

Wow..very comprehensive...you really did your lore homework, Galrina
. And what you said means, that the player could get into possession of
a castle...something we could consider in one of the Holds.
