The new position would be moderating all settlements, keeping things in line and making sure their are no bugs. It does not mean that he gets to make decisions on layout or other design aspects (to a certain point of course), but it does mean that he could say that someone could not use two types of distinct architecture, like for instance using Riften and Bruma together. This also means he could over rule even other core members making holds, such as over ruling something crazy I might do with Windhelm, like making floating boats over the enitre town and I could not over rule his excutive decision, however I would still be able to argue my point. I will abstain from voting for now, I don't like the idea of one individual having the kind of power to tell someone to alter architecture in their claim or w/e, there is a way to handle that problem as is. If someone has a problem with something that is happening in the team, they bring the dispute to the core, who has a vote and then settles. Alasdair has shown himself to be a valuable member, and I'd welcome his thoughts here.
