It would be cool and agree that it should only be an optional esp.
Would new meshes have to be created or just new textures? What about
Texan's window mod? (I think that's who made the other one)

What do you mean by the first statement? It won't mess with any
progress the claimers are working on currently and have already worked
on. If Texan's mod is to be implemented, I think it just uses
'illuminated' textures that'll apply to all windows at night.
As for the space thing, it could even be an optional download. But if
you're going to be downloaded Skyrim, a whole country, I'd make sure
you have enough space.

One request, just make it so that around midnight only Inns and Taverns
still have lights on...looks odd when everyone in town still is up at 3
am...except in Suran, that place rocked all night.

It's easy enough to change.
My version of IW has the lights on all night (because the lights don't
ever turn off inside the buildings so it looks odd to see a house with
no light in the windows, then go inside and it's got all torches
burning bright). Personal preference of course.

That just makes me want to see whenever the lights are off outside, the
lights are off inside as well. Now that would be cool. Too much though?
