I can't seem to find any specific dialog that needs voicing (as unbelievable as that seems
), but you can try recording a generic line.
Try something like "Welcome to Riften traveler"... or a classic like "You like to dance close to the fire, don't you?!".

Do we even have any lines written lol? That makes me think of another
thing; are we going to redo all the Nord rumours and generic crap like
that? Because if we don't (and we can't really use the majority of the
Cyrodiil rumours anyway) when one of our people talks they'll have a
mix of our voice actors and the default Beth ones.
