When I tried that I fell into water and saw trees above me....is that an LOD issue? Does the mod need to be "01"? I remember I had a similar situation with Silgrad a LONG time ago.

Sounds like a conflict between two master files or a load order issue like you said, try temporarily disabling all your other master files.
