they can... but you need to ask Razorwing for that, or any big admin
as for Hanging Gardens... Dwemer had airships and they also may have
known about Summerset... since Aldmer were once united, maybe that
small place was around BEFORE the first three partitions...
cause this is how it went...
[1] Maormer exiled, Dwemer migrate to Morrowind, Aldmer stay around Summerset
[2] Chimer migration, Bosmer settled Valenwood, Ayleids leave fro Heartland, Dirennei settle Balfiera Isles
