I have removed the test area (6*6) a few days ago and by hand and with obliterate all. I also have generated the whole (green) area as shown in my screenshot.
So everything about the generation should be done.

May I use Winrar?

For the last time: Only the preset + region area will merged to the esm.
You have to generate the region after the preset has been merged, as per #7 of the region guidelines.

I can open Winrar as well.

So i have to wait until the newt release of the updated ST version comes out?

Is the region preset included with the newest ST update?
I am still waiting for your latest file as per this post (your 8 Mb file).
I'll clean the file and attach the updated file to a new post, then you have to fix the region area.

Post the final file and after that I'll send the link.

Upload the file to FileFront or Rapidshare.

Or use the attached file and add the region area as per the claim description.
Don't generate the region area and obliterate the existing smaller area and remove the textures as well.
